Gobernar es poblar.

To govern is to populate. New communities in Argentina and across Latin America, built from the ground up: led by local operators, governed with local participation, financed for the long term and protected so that what is built stays built.

Latin American self-government began in the town council.

Under the Spanish empire every town had a cabildo, the council of its residents. It kept the streets and the markets, set prices and heard local disputes. It was the one institution where the people of a place governed their own affairs.

In May 1810 news reached Buenos Aires that the Spanish government had fallen to Napoleon. On 22 May the cabildo was opened to the leading residents of the city, a cabildo abierto, to debate whether the viceroy's authority still stood. On 25 May, in the square now named for the month, the First Junta was formed.

IIGobernar es poblar

A vast land becomes a nation when people come to build in it.

In 1852 Juan Bautista Alberdi published the Bases, the work behind Argentina's Constitution of 1853. Its rule fits in three words: gobernar es poblar. A great territory would become a great country only when people came to live, work and build in it, under laws that protected their work.

Patagonia proved it in its own way. On 28 July 1865, 153 Welsh settlers arrived aboard the Mimosa. They built farms, irrigation and their own institutions in the Chubut valley, including a trading cooperative that acted as a bank, and became part of Argentina.

The opportunity Alberdi described. The method the cabildo taught.

In June 2024 Congress passed Law 27,742, the Ley Bases. Its large-investment regime offers thirty years of stability to qualifying projects in sectors from energy and mining to technology and tourism.
